I have finally figured out how to get my hover buttons to work on my web site. When you create the hover buttons in FrontPage, a folder called _fpclass is created. This folder with its contents must be downloaded onto your web site. The contents of the folder will be fphover.class and fphoverx.class. It is important that nothing else is put into this folder, especially the web page that contains the html for the hover button. I had used an older version of CuteFTP which did not allow me to download folders (only files) so I downloaded the newest version of CuteFTP and was able to download the complete folder.
